Deputy Collector is a
gazetted officer generally from the State civil Services.He
is recruited by State civil services examination conducted by
state public service commission. He is generally second in command to the
District collector or District Magistrate and assists him in day to day working
and in matters of importance relating to Law&Order,Revenue
collection,Elections etc.
Career gradation of a PCS officer or
a Deputy collector
1.Deputy Collector(Probation)-The officer
undergoes a training of an year in State civil services academy and thereafter
in any of the districts of the state.There he/she has to complete courses,prepare
reports and pass examinations to get a fixed job.
2.Sub Divisional
Magistrate (SDM)/Under Secretary- The job of SDM is related to Land
survey,Disaster Management and Revenue collection. In some cases the officer
may also be posted as an Executive Magistrate where he has to follow the orders
of District Magistrate and conduct raids,see law and order or take other
charges as conveyed by the DM. A SDM or sub collector is a mini DM of his area
and looks after law and order,development projects,disaster management,revenue
collection of the sub division.All BDO,CO report to him . In this scale he may
also be posted as an Under Secretary in State secretariat.
3.Additional Collector, Additional District Magistrate or Deputy Secretary- After completion
of 10-15 years of service the officer is promoted to the rank of ADM, these
officers are posted in district and are generally the most senior officers
after DM.A DDC looks after government schemes while an AC looks after revenue
and disaster management. In this scale he may also be posted as a Deputy
Secretary in State secretariat.
After 20-25 years of total service officer
becomes eligible for IAS depending on the state and number of vacancies. He has to pass the interview conducted by UPSC for
his promotion to IAS. Indian Administrative Service is composed of 2/3 rd
Direct recruits(those pass UPSC-Civil Service Examination) and 1/3 rd
Promotees(those who are promoted from State civil services).
4.District Magistrate/Joint Secretary-The officer after
getting IAS can head a district or serve as Joint Secretary in State
Secretariat.
In case age still remains some officers even reach to the stage of
special secretary.
